How do I apply for vessel registration or bareboat charter registration in Luxembourg?

EFS can organize the entire registration process. Applicants should send the registration request including the name of the vessel to EFS at EFS will confirm that the name is acceptable and communicate the confirmation along with the list of requirements and applicable sample forms via e-mail within the day of request.

Which vessels will be accepted for registration in Luxembourg?

a. Vessel’s age:

Vessels less than 15 years of age from the date the keel was laid are eligible for registration under the Luxembourg flag. Any vessels registered in Luxembourg and which remain registered after they reach 15 years of age must continue to be fully classed in order to retain their registration status. In appropriate circumstances, an age waiver may be arranged.

b. Vessel’s classification society:

A vessel will be eligible for registration if classed by one of the following IACS classification societies: the American Bureau of Shipping (ABS), Bureau Veritas (BV), Det Norske Veritas Germanischer Lloyd (DNVGL), Nippon Kaiji Kyokai (NKK), Lloyd’s Register of Shipping (LR), Korean Register (KR) , and Registro Italiano Navale (RINA).

c. Vessel pre-inspection:

Vessels entering the Luxembourg registry will not normally need a pre-inspection if it is a newbuilding or if it is transferring registration from an EU member state, other exceptions may also apply, please contact EFS for your specific case.

In certain circumstances, not mentioned above, a pre-inspection may be required. EFS will notify the applicant prior to registration if an inspection is necessary and will coordinate the inspection. .

What are the fees for the registration of a vessel in Luxembourg?

The fees for registration depend on the vessel’s net tons and age. Please contact EFS for an assessment of the fees.

How can registration fees be paid?

Registration fees can be transmitted in EURO to a Hamburg-based bank account. Payment instructions can be provided upon request.

Is it required to open an office or to appoint a representative in Luxembourg?

No – EFS will represent the owners in Luxembourg in accordance with Article 5 of Luxembourg Maritime Law. Traditional ship management, such as technical management, crew management and ISM Code (i.e. DOC Holder) may be located outside of Luxembourg.

How can documents submitted for vessel’s registration be acknowledged?

Acknowledgements can be handled by state EFS staff.
